Policies and Procedures Manual

The National Black Leadership Commission on Health, Inc. HIV Outreach Enhancement: Faith-Based Initiative Program aims to increase the faith-based organizations (FBO) knowledge, shift behaviors, and attitudes regarding HIV and related health disparities and promote health equity. NBLCH partners with 38 faith-based organizations, and New York City Department of Health and Mental Hygiene, as it relates to NY KNOWS and its partners to deliver a series of HIV/AIDS/Hepatitis C prevention and education, and HIV screening targeted to Black/African American communities.


Program Description

Th The National Black Leadership Commission on Health, Inc's OEF Program expands on NBLCH's existing Counseling, Testing, and Referral (CTR) initiative, designed to build the capacity of faith-based leaders, and establish active HIV health ministries and prevention education programs. Given the current COVID-19 climate, NBLCH has incorporated virtual and distance-based health and HIV outreach and engagement, such as engaging FBOs in virtual CBT via zoom platform and virtual TA.


Goals and Objectives

Program Goals:

  • To effectively establish and support a network of faith-based organizations as the lead organization, while providing HIV prevention capacity building and program implementation assistance to these FBO networks in coordination with NYC DOHMH


Program Objectives:

  • Increase FBO knowledge, shift behaviors and attitudes regarding HIV and related health disparities
  • Promote health equity
  • Reduce HIV-related stigma amongst FBO's and their congregations in high burden neighborhoods
  • Provide capacity-building for FBO's on HIV/AIDS/STI/HEP C prevention care and treatment.


Program Clients

Faith-based Organizations (FBOs) serving persons living in high burden neighborhoods, especially persons of color.


Program Staff

To provide our FBOs with a full range of services, NBLCH will provide qualified staff to assist with the interworking of the program. These staff titles serve as the primary contact person(s) for each of the following areas.


Staff Vacancy

In the event of staff vacancies, service delivery must not be interrupted due to normal staff turnover or leaves of absence. Below is the plan, for each funded staff person to assure the best quality of service.
